The Netherlands, whose name literally means 'low countries,' occupies a flat river delta on Europe's North Sea coast, with roughly a quarter of its land lying below sea level behind an intricate system of dikes and polders. Amsterdam, laced with canals, is the constitutional capital, though parliament sits in The Hague.
